PRIME MINISTER OF MONGOLIA HAS MADE A SHORT PUBLIC ANNOUNCEMENT ON MITIGATION OF AIR POLLUTION.
ERDENEBAT.J PRIME MINISTER OF MONGOLIA HAS MADE A SHORT PUBLIC ANNOUNCEMENT ON MITIGATION OF AIR POLLUTION. HE MADE THE FOLLOWING COMMENTS:
-“Each governing government had developed their policy towards to decrease the air pollution for their election period however the outcome of the implementation wasn’t sufficient enough. The some research works had implemented on what actions been taken against the air pollution, what was the outcome and which foreign organizations been collaborated with. From the research you cannot tell that nothing has been done there were several actions been taken and jobs been done. But still there is no proven documentation that could tell this is the exact way and how to reduce the air pollution in Ulaanbaatar city. So I’ve put my request to Science Academy to make the scientist and researchers to approach this issue. And they have accepted my request positively. My request for them was please find the solutions that how we can make improvements on the heating system and produce low cost heat. There are several individuals and companies that had developed new products in regards to solve the heating problems and already got patent. But unfortunately their ideas and founding’s never been implemented. We were producing only smokeless fuel and smokeless stoves. But still the stoves were producing smoke and fuels do as well. So that’s why the emission was not declining. Just only paying attention on stoves and fuels didn’t brought to us any results till to date. Thus the air pollution in Ulaanbaatar had reached this stage and society is in despair.
The government will take several visible actions in a frame of few directions as we cannot solve the air pollution issue with only one or two actions
First of all, we need to redevelop the 'ger districts' and build new apartments. It is difficult to implement this in short period but we will organize to free the land for construction of apartments in ‘ger district’ and this will be financed by aid package from China that was discussed with Premier Minister of China during his last visit to Mongolia ."
Secondly, Today Mongolia does not have natural gas so only source to produce heating is the electricity. The National Committee to Reduce Air Pollution approved cutting the electricity night tariff to zero for households living in ‘ger district’. But obviously current technology and equipment that we have is not enough to produce heating from electricity. So that’s why I have approached our scientists to produce heat from low cost electricity. Let’s use Mongolian brains and our source and possibilities.
Third , the population in Ulaanbaatar had increased with movements from countryside due to loss of livings and poverty of citizens in countryside. Particularly, we have spent 130-140 billion MNT against air pollution . If we spent this capital for providing livestock for citizens in order to enable them living in countryside then today thousands of citizens would have their living source and possibly the Ulaanbaatar wouldn’t have this overload. Perhaps, the issue could be solved by decentralization.
We will provide livestock for citizens in order to enable them living in countryside in a work frame of mitigation of poverty and emission
Forth, In order to reduce the air pollution it’s very important to have monitoring by citizens and their initiatives” said Prime minister Erdenebat.J
- To decline the air pollution we have budgeted around 4 billion MNT in 2017.
The smokeless stoves been produced pretty much upon our request and order. We don’t have any choice rather than to buy from the producers because we have ordered them. But in the future the Government will not do any air pollution declining jobs using the smokeless fuel and stoves. We will move to technologies to produce heating from electricity and gas. For the beginning we will bring the electricity night tariff to zero for households living in ‘ger district’. 80 % of total air pollution declining fund will be spent for funding the zero electricity night time tariff and cover the loss said the prime minister Erdenebat.J during his response to the questions by journalists.
